Community Based Monitoring of Local Government/Public Goods and Services
Objectives: The main objective of the assignment is to strengthen capacity of Civil Society Organizations (CSOs) to promote and enhance downward accountability in local governance by developing capacities of citizens, especially of marginalized, vulnerable and women to enhance accountability in local governance process thereby ensure easy and equitable access to public goods and services.
Key Activities:

Review of literature e.g. LSGA, LSGR, LBFAR, and Grant Mobilization Procedure for LBs, etc. and get familiarized with the guidelines and legal provisions related to local governance.

Participatory consultation with the relevant key officials from local bodies, CBOs, communities and development partners, professional organization of Local Bodies for the identification of issues including methodology to be used for community based monitoring.

Design mechanism to monitor community based physical infrastructure projects.

Conduct monitoring of community based infrastructure development projects.

Organize participatory interaction programmes to discuss on the findings.

Document major issues raised by the participants, response from stakeholders and conclusion drawn by the project team and share with the relevant local bodies, CBOs and professional organization of local bodies for their information.

Prepare a simple work plan as a conclusion in the community based monitoring and monitor compliance to the outcomes by local bodies in their further development interventions.

Document and disseminate key findings.

Project Period: 3.5 months (March, 22-July 15, 2013)
Project Location: 5 VDCsand 3 projects (Mahadevsthan, Chyasingkharka, Phalametar, Chyamrangbesi and Milche) of Kavrepalanchok, district.

Major Achievements:

Facilitated 12 event discussion, introduction and orientation for the community and responsible bodies. The program participated in 162 female and 230 male.

Facilitated for the 3 event discussion with Small group/target group/citizen complain forum. The program participated in 18 female and 23 male.

Preparation of Community based monitoring work report, discussion and awareness with stakeholders.

Organized by Public dialogue program three project sites. The dialogue program participated in 82 female and 155 male.

Organized by orientation and result dissemination program for the stakeholders. The program participated in 27 female and 71 male.
